Google/Chris Benard Frank Moshinskie founded the teeny tiny town when he was 13 years old. What began as a train display around the Christmas tree slowly grew into a neighborhood attraction. The town made its roots in Hot Springs after Moshinskie moved from Baton Rouge in 1962.
